Longmont City Council to begin developing vision for area from sugar factory to South Main

A city project team will work with property owners, developers and the community over the next several months as it develops a vision for Longmont’s “Sugar Mill + STEAM Sub Area,” which stretches from Main Street to the iconic, decrepit sugar factory on the city’s east side.

The Longmont City Council on Tuesday night is expected to get an update on plans from staff members and an urban planner with Stantec, a consulting company with projects that include the revitalization of Boulder’s Pearl Street Mall and engineering services on Chimney Hollow reservoir.

At the eastern end of the roughly 250-acre “Sugar Mill + STEAM Sub Area” is the old Great Western Sugar Company site, which has been a part of the city’s eastern gateway for almost 120 years. As such, the city identified it five years ago as a focus area in its Envision Longmont Plan.

At the western edge of the area is Main Street, from Third Avenue to Boston Avenue. That area includes the recently opened South Main Station apartments, as well as the Safety and Justice Center. The area also includes a portion of what consultants recently identified as the best potential location for a new Longmont performing arts, conference and events center.

City materials regarding the vision mention the creation of “an epicenter for Science, Technology, Education and Arts.” Thus, STEAM.

According to staff communication to the council in November, the vision and development strategy project will focus on:

  • land use (mix of housing, commercial, community and other uses),
  • urban design (architecture and character),
  • transportation (including bike and pedestrian connections), and
  • storm drainage & sustainable infrastructure.

“As part of this effort the consultant team has been working on base mapping and initial dataanalysis,” city staff shared with the council in a November communication. “They have also been working with Redevelopment to draft a grant application that would provide assistance for cleanup activities associated with future redevelopment of this area.”

While the city has gathered information through its Engage Longmont website, city staff is expected to begin broader community outreach early next year. The planning process is expected to be completed during the second quarter of next year.

Also on Tuesday night’s lengthy agenda is an ordinance on refinancing the certificates of participation that the city used to finance its $27.5 million contribution to the roughly $90 million development of Village at the Peaks. The refinancing would save the city an average of about $175,000 per year from 2023 to 2037.
